William James N. Garcia was born in 1948 in Hawaii. He attended USF, where he played baseball for the Dons. He graduated from USF with a Bachelor’s in Liberal Arts in 1971, and received a Master’s in Government in 1976. He went onto practice law in Kamuela, HI. He was inducted into the USF Hall of Fame in 1990.
