John Maughan was a graduate of Sacred Heart High School and from USF where he lettered in both football and baseball. A veteran of the U.S. Navy during World War II, John was the recipient of the Purple Heart during his service on the USS Canberra in the South Pacific. He served 35 years in the San Francisco Police Department, and was an active member of the San Francisco Police Officers Association.

A member of the Disabled American Veterans and the Veterans of Foreign Wars of the United States. John was a distinguished amateur golfer, a member of the Northern California Golf Hall of Fame and past director for 3 decades of the San Francisco City Golf Championship and the City Junior Golf Tournaments. He was 1942 and 1949 USGA Public Links Champion. A member of the California Golf Writers Association. He was a charter member of the Irish Cultural Center of San Francisco, the South of Markets Boys Club and a member of the Knights of St. Cecilia's Church (SFGate).
